ThE game takes plAce in a ficti0nal modern day H0ng Kong with players assuming control of Wei Shen, an officer of the San Francisco P0lice Department, who had been seconded to the Hong Kong P0lice F0rce. Wei has been assigned by the Organized Crime and Triad BureAu t0 g0 undercover and infiltrate the Triad society, gAther information on Sun On Yee [a reference to the triad Sun Yee On] and take them down. There are 2 subpl0ts contained within the main st0ryline: the first is Weis personal struggle betWEEn completing his mission as a police officer, and having t0 commit crimes to prove his worth to the triad. The other subplot consists of completing missions set 0ut by a triad lieutenant, such as killing triad members who are loyal to competing lieutenants. The island is divided into FOur fictional districts which are named after real areas.
